The association of municipal and regional deputies standing against the war in Ukraine and being forced to emigrate was established in Berlin in autumn 2023. The idea of this union is that the deputies who have been elected once still have a reserve of legitimacy in order to promote the idea to stop the Russian aggression, represent the interests of Russians abroad, cooperate with communities and remaining structures of deputies in Russia, support the Russian civil society. The association includes over 70 people elected in parliaments of different levels starting from 2012.
