The Free Russia Foundation was founded in 2014 by Russian émigrés in Washington. The organization supports the pro-democratic forces in Russia: it implements projects that facilitate their unification or coordination and fights against Russian propaganda. The Foundation also hosts seminars and conferences on democracy issues. In addition, the organization is engaged in helping Russian political prisoners (and political prisoners from Ukraine) and emigrants.

The inclusion of the Free Russia Foundation in the registry of "undesirable organisations" took place, according to a representative of the Ministry of Justice, in accordance with the federal law “On measures to influence persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation”. No further details were provided. The Foundation later tried to appeal the decision, but it was upheld by the Tverskoy court in December 2019.
