Since 1995, the Information Bureau has represented the Council of Ministers of the Nordic Countries, was engaged in establishing partnership relations in cooperation between the Nordic countries and with the North-West of Russia. The bureau also coordinated joint projects. Over the years, contact centers have been opened in Petrozavodsk, Murmansk and Arkhangelsk to disseminate information in the Barents region.
