'Memorial' is an international historical and educational, human rights, and charitable society that studies political repressions of the USSR. The project is already 32 years old, during this time it received eight awards. Since 1999, Memorial has been holding a historical competition for schoolchildren, and in recent years it has also been engaged in human rights protection—it cooperates with the 'OVD-Info' project and 'Russia Behind Bars'.

Reason for recognition
'Memorial' was recognized as a 'foreign agent' because it openly criticized the law on 'foreign agents' and other actions of the state, such as, for example, the entry of troops into Ukraine. The Ministry of Justice considered those activities to be political. Formally, the Ministry of Justice announced its inclusion in the register as follows: 'In the course of the audit conducted by the Ministry of Justice of Russia, facts of receipt by the IInternational Public Organization 'International Historical-Enlightenment, Charity and Human Rights Society 'Memorial' of money from foreign sources have been established, and signs of participation in political activities have also been revealed'.
