The 'Open Petersburg' organization was established in 2017 for educational activities. It was founded by Andrey Pivovarov, the executive director of 'Open Russia'. 'Open Petersburg' formally belonged to the project supporting municipal representatives called 'United Democrats', which was created in 2018 by Andrey Pivovarov and Dmitry Gudkov. The project supported democratic candidates in municipal elections in St. Petersburg, Tatarstan, as well as the Novgorod, Ivanovo and Vladimir regions.
