The Novosibirsk Ecological Foundation 'ISAR-Siberia' was founded in 1996. The purpose of the organization is to develop the environmental movement, to activate its role in the formation of civil society in order to achieve positive practical results in the field of environmental protection.

After being recognized as a 'foreign agent' in 2015, the organization suspended its work. In 2017, the Foundation was liquidated as an entity. Subsequently, the organization resumed its work, but already in the role of an informal association.

Reason for recognition
An inspection of the Ministry of Justice conducted on an anonymous denunciation found signs of political activity in the work of the Foundation: environmentalists held a competition for environmental projects together with the region’s Department of Natural Resources and thereby allegedly influenced the authorities. It also did not go unnoticed that before the adoption of the law on 'foreign agents' representatives of the Foundation participated in a seminar held by the Press Development Institute in 2011, which was also recognized as a 'foreign agent' in 2015. In addition, ISAR-Siberia received two $5,000 foreign grants.
