Reason for recognition
The activities of the organization constitute a threat of the constitutional order and the security of the Russian Federation. Its goals are the forcible seizure of power in Russia as well as he performance of functions of legislative, judicial and executive branches of power in the Russian Federation. Leaders of the Congress of People's Deputies are former deputies of the State Duma Ilya Ponomarev, Mark Feygin and Gennady Gudkov who are currently living outside of Russia and are included into the foreign agents register. They deny the territorial integrity of the Russian Federation and pronounce separatist slogans.

Since 2015, this status can be assigned to foreign and international non-governmental organizations that, in the opinion of the Russian government, pose a threat to the foundations of the constitutional order of the Russian Federation, the defense capability of the country, or state security.
