The 'League of Voters' was created in order to establish public control of the presidential elections. The foundation provides legal advice on the issues of electoral rights and the right to participate in a referendum, as well as supports services and individuals who maintain public control over the electoral process in Russia. The founders include Leonid Parfenov, Yuri Shevchuk, Boris Akunin and other media personalities.

The Ministry of Justice identified foreign financing of the League of Voters in the amount of 225 rubles 40 kopecks, which was allegedly donated by a citizen of Moldova in July 2019. The Ministry of Justice did not provide the foundation with documents confirming the foreign citizenship of the donator.
