Russian lawyer, activist of the movement for the development of state openness in Russia. Participated in the development of federal laws “On providing access to information on the activities of state bodies and local self-government” and “On providing access to information on the activities of courts in the Russian Federation.” He specializes in protecting the right to access official information and protecting citizens from unfounded accusations of disclosing state secrets, high treason and espionage.

He defended military journalist Grigory Pasko, top manager of “Inter RAO” Karina Tsurkan, and also sought to declassify documents related to the death of Swedish diplomat Raoul Wallenberg. Recently, Pavlov has been defending the adviser to the head of Roscosmos Ivan Safronov, accused of treason.

Reason for recognition
The Ministry of Justice considered several transfers to Pavlov from the account of the International Collegium of Lawyers (ICL) "Saint Petersburg" as payment of fees and salaries, to be foreign funding. The ministry claims that from January 2021 to May 2021, the ICL received direct foreign funding. The Ministry of Justice considered the publications on the blog on Echo of Moscow, Facebook, Telegram, Twitter, as well as the dissemination of materials from Dozhd, Radio Liberty, Meduza and Present Time on social networks, as political activities of the lawyer.
