'Phoenix PLUS' was created in Orel in 2006. The organization is engaged in helping HIV-infected people, as well as men who have sexual relations with other men. In addition to their work in Orel, 'Phoenix PLUS' volunteers established HIV service communities in 12 other Russian cities. Over the years, the organization received several international awards for its contribution to the fight against HIV and AIDS, including the UN Red Ribbon Awards ('Red Ribbon').
With the support of the Elton John Foundation, 'Phoenix' became the first organization in Russia to promote rapid HIV testing through saliva. After the recognition of Phoenix as a 'foreign agent' in the fall of 2020, the testing project had to be shut down.

The Ministry of Justice considers that 'Phoenix PLUS' is involved in politics on the portal 'Guys PLUS', which is dedicated to the topics of the LGBTQ-community and health. The ministry's attention was attracted by the organisation’s publication that there are no HIV prevention programs among homosexual men in Russia. Such information, according to the ministry, suggests that Phoenix PLUS engages in political activities with the help of foreign funding. The chairman of Phoenix PLUS confirms that the organization receives 95% of its funding from abroad, but he denies any involvement in political activities.
