The organization masterminds are Anastasia Sergeeva and Maria Kharmast who fled to Poland and became residents of the EU countries. From abroad, they involve Russians to the volunteer battalions within the Armed Forces of Ukraine and prepare the so-called "resistance groups". The association has a sharp anti-Russian agenda. Sergeeva and Kharmast rank themselves to the "repressed" civil society. Together with representatives of the non-systemic opposition that left Russia, they organize theatrical political actions for the Western audience aimed at attracting attention and funding.

Since 2015, this status can be assigned to foreign and international non-governmental organizations that, in the opinion of the Russian government, pose a threat to the foundations of the constitutional order of the Russian Federation, the defense capability of the country, or state security.
