Reason for recognition
In 2015, the Federation Council included the "Ukrainian World Congress" in the "stop list". Searches were carried out in the organization's office in Moscow, a representative of the organization was detained, and the technical devices were seized. Later in 2019, the organization was recognized as undesirable due to an alleged threat to "the foundations of Russia's constitutional system and security."
According to a representative of the Ukrainian Foreign Ministry, the decision can be explained by the fact that "in the mentality of the Russian Federation [the Congress] certainly poses a threat to the ruling layers of the aggressor state, since its goal is to support Ukrainian identity, assist Ukrainian servicemen, implement the Patriot Defense program and rehabilitate wounded servicemen".
First Deputy Chairman of the State Duma Committee on CIS Affairs Viktor Vodolatsky has told the state news agency RIA Novosti that the congress "is trying to form nationalist and chauvinistic sentiments among people from Ukraine around the world, including those living in Russia," which could threaten national security.
