The Russian Research Center for Human Rights was founded in 1990 as the Association of Human Rights Organizations. The center provides legal assistance to people with mental disorders, children, people recently released from prison. Since 1999 it has been registered under its current name.

Since 2012, such status can be obtained by non-profit organizations registered in Russia, and from 2020 unregistered public associations, which, according to the Russian government:
a) receive foreign funding,
b) participate in “political activity,” which is understood as any public activity.
