The All-Russian public movement "Golos" was established in 2013 by Russian citizens who were active participants in the "GOLOS" association, which since 2000 has been actively involved in the public observation of elections throughout the country and which was closed due to unprecedented pressure.
The Voter Rights Movement Golos is the leading association of Russian citizens for independent election observation. Golos trains observers, supports the work of the federal hotline and online services, provides legal assistance to voters, participates in improving the electoral system, and conducts long-term and short-term election observation.

Reason for recognition
The Ministry of Justice considered the transfer of 460 rubles from a citizen of Uzbekistan, who was a volunteer of LizaAlert, and a grant from Finland in the amount of 109 thousand rubles as foreign funding. The grant from the Finnish organization International Solidary Foundation was intended for the development of the public space "Step" in Pskov, it was used to pay rent for the premises for two months. The LizaAlert volunteer returned 460 rubles to Zhilinsky for pizza. Work in the public movement for the protection of voters' rights "Golos" was considered as political activity. In 2013, "Golos" was included in the register of non-profit organizations as foreign agents. On 18.08.2021, the Ministry of Justice included "Golos" in the register of "unregistered associations performing the function of a foreign agent". "Golos" became the first in the register.
